Grover Beach streetscape project to dramatically remake downtown corridor, enhancing public safety and business opportunities

GROVER BEACH, Calif. – The City of Grover Beach has finalized plans to redesign an important section of West Grand Avenue that is intended to improve public safety, as well as enhance business opportunities.

Earlier this week, Grover Beach announced a timeline for the latest segment of its ongoing West Grand Avenue Streetscape Project, which will include the portion of the busy roadway from 4th Street to 8th Street.

When completed, the roadway will feature a new landscaped center median, decorative crosswalks with enhanced safety features, sidewalk and curb improvements, painted Class II bike lanes and pavement rehabilitation.

Other key additions and enhancements in the four block section will include:

  • Pedestrian improvements such as curb ramps, bulb outs, pedestrian beacons and sidewalk improvements at select locations
  • Class 2 bike lanes including green lanes at intersections
  • Decorative concrete at crosswalks
  • Drought-tolerant landscaped center medians and street trees
  • Pedestrian level streetlights
  • Pavement rehabilitation
  • Storm drain installation

The estimated $4.2 million project will be paid through a variety of ways, including a $1.8 million San Luis Obispo Council of Governments Betterment Grant, a $2 million contribution from the City General Fund, funds from the Senate Bill 1 gas tax and other sources.

"We are thrilled to see these West Grand Avenue improvements come to Grover Beach after so many years of careful planning and community consideration,” said Grover Beach Mayor Karen Bright. “This is yet another positive step toward achieving a safe, thriving and vibrant commercial corridor that builds on our past successes."

In the works since 2021, the project is part of an overall bigger vision created by the city that is guided by its West Grand Avenue Master Plan, which intends to dramatically remake and reimage the vital roadway that runs through the heart of its downtown and economic center.

"With a mix of enhancements and safety features, the West Grand Avenue Streetscape project aims to create an enjoyable and secure environment for pedestrians, cyclists and drivers alike," said Grover Beach City Manager Matt Bronson. "This is a critical step toward establishing Grover Beach as a model for smart urban planning, and it marks an exciting time for growth and investment in our City."

Construction is scheduled to begin later this fall and last between six to eight months.

The city said it will provide communication with its residents and business owners, as well as the general public about traffic impacts, available detours and alternative access points for businesses.
