2026 California Ballot: Proposition 45

KEYT

Proposition 45: Places environmental review deadlines to help expedite or advance projects developers designate as “essential."

According to CalMatters:

  • A 365-day limit would be placed on environmental reviews deemed important, including  infrastructure like roads and bridges, housing, schools, broadband and wildfire mitigation.
  • Would also require courts to rule within 270 days on lawsuits related to the environmental review law

FISCAL IMPACT: Initial costs for state and local governments, likely in the high tens of millions of dollars—potentially exceeding $100 million—annually, partly covered by fees. Uncertain, potentially more significant positive or negative longer-term fiscal effects.

"Yes" Vote: Certain projects would receive a 365-day deadline for environmental review and court challenge procedures.

"No" Vote: Public and private projects would continue to use existing project review and court challenge procedures.
