Some Homeless Avoid Shelters, Even in the Rain

We are in the middle of a six day stretch of rain, and some of those living on the streets say they will not be going into any shelters.

Those we spoke with said they have been able to find places, outside where they can sleep and stay dry. Many said, however, they were aware of the warming centers and shelters if the weather turned unusually bad.
