‘Upskirting’ suspect sought by Santa Barbara police arrested

Authorities arrested a man wanted for shooting inappropriate “upskirt” video and photos of an unsuspecting victim while shopping at a Santa Barbara Business.

The Santa Barbara Police Department identified the suspect as 30-year-old Ryan Joseph Silvas.

Investigators believe Silvas had committed similar crimes before. No further details of the arrest are known at this time.

Authorities are reaching out to the community to help identify a man wanted for using a cell phone to shoot inappropriate “upskirt” video or photos of an unsuspecting victim.

Police said the crime occurred while the victim was shopping at a business within the City of Santa Barbara. They declined to mention which business in their provided statement.

The Santa Barbara Police Department released images taken from a surveillance video inside the business.

SBPD said the suspect has distinct tattoos on his left hand and forearm. One tattoo appears to be a compass or a cross inside a circle. Another one appears to possibly be a depiction of a skeletal hand or bones on his fingers.

Investigators believe the man could be a repeat offender and has committed this crime before based on the suspect’s actions and planning.
