Hidden Valley Neighbors go without street lights on Halloween

Some people ditched their neighborhood this Halloween.

They blamed the problem on the lack of light.

Residents of Santa Barbara’s Hidden Valley area near Hope Ranch said they have been without street lights since a single outage.

Instead of repairing the outage the city decided to upgrade all the lights and that has taken longer than neighbors expected.

They called it a trick rather than a treat on Halloween .

Some kids headed out before sunset.

Marcelo Duarte said he would keep his kids close after dark.

His neighbors said they were going to trick or treat on the Mesa instead.

Some of the new lights have been installed, but have not been turned on.

Residents said they will be thankful if the problem is fixed before the next holiday.
