Oxnard Man Arrested After Heroin Dealing Results in Death

The Ventura County Interagency Pharmaceutical Crimes Unit (PCU) arrested 26-year-old Oxnard resident Allen Rosales on January 6th for manslaughter and heroin dealing resulting in death.

Investigators said Rosales supplied his cousin, 23-year-old Michael Mendez from Spokane, WA, with heroin in late October of 2014. Mendez used the heroin while also drinking alcohol.

“Rosales failed to provide medical care or notify family members that Mendez was overdosing on heroin,” said the Ventura County Sheriff’s Office. “After numerous interviews, an analysis of the toxicology reports, and a review of the Ventura County Medical Examiner’s report, investigators arrested Rosales.”

Mendez was transported to the hospital where he later died.

Rosales was booked into the Ventura County Jail with a bail set to $300,000.
